The Colony Council of Niwa

The Council of Niwa is an internationally diverse, expressly neutral body chosen from among the most scrupulously moral and forward-thinking individuals on Earth.

The NCC is the operational arm of the Colony government.  A managing body which operates entirely independently of the various Factions on Niwa, without whom Project Mandjet would never have succeeded.  The Council has what is simultaneously perhaps the most straightforward and most challenging job on Niwa:

Ensuring the Niwa colony not only survives, but flourishes.

- NCC Mandate

The Council has been given full autonomy and authority to decide how they choose to fulfil this mandate.  However, without the legal framework (and financial support) of the Faction-dominated Assembly, the validity of their mandate to act – and their ability to enforce those actions – may come into serious question.

The Council’s primary responsibilities include but are not limited to:

  • Collecting taxes from the various Factions
  • Proposing new Laws and Legislation, and
  • Offering contracts for vital services or the building of essential infrastructure. 

Council Roles

The Colony Council is a unique faction in Infinite Horizons. While it is comprised of six individual roles, each is similar enough to warrant a single definition, though all are driven by widely varying ideals and goals.

A Team of StrangersIndeed, given how unique and pivotal each role on the Council is, we strongly recommend that players joining the Council do so as individuals, rather as pre-existing groups or teams, as preserving the neutrality and individuality of each Council role is pivotal to the game.

The Council's primary goal is to ensure the Colony is Healthy, Safe and Stable.  They must implement policies that help house, feed, protect, and look after the population.  To achieve this, they must draft Bills and enforce the Laws needed to maintain Stability and ensure the Colony flourishes.  

This Council is made up of six members.

The Chief Executive leads the Council and is accountable to the Niwa Assembly.

They are in turn supported by five Directors of Services who each have their own area of focus: Housing and Works, Trade and Industry, Security and Justice, Health and Welfare, and the Treasury.

Each of these services has needs that must be satisfied to keep the Colony from collapsing.
